Attempting to log in to ArcGIS Online using enterprise logins for the first time as a new user fails if there is already a user account in ArcGIS Online with the exact name that the enterprise logins feature attempts to generate.

Additional Information

There isn't a way for ArcGIS Online to automatically determine if an ArcGIS account conflicts with an account in the external enterprise identity store. It is up to the administrator of the ArcGIS Online organization and the enterprise identity store to ensure that the username formats are not the same. For, example, when configuring the NAMEID attribute for enterprise logins, the user's e-mail can be used as the enterprise user account name to prevent username conflicts.

Workaround

If the account that is occupying the necessary syntax is owned by the same user attempting to get access via enterprise logins, do the following:1. Add the public account to the organization.2. If the public account owns content, delete or move the content to another user.3. Revoke Esri access.4. Delete the account from the organization.
