Bug
Attempting to create an ArcGIS Hub Site using the "Quick start catalog with a new group" option in a non-admin account will fail if the account has Workspaces enabled and the ArcGIS Online organization has the "Members who are not administrators can make their content, groups, and profile public" security setting enabled.

Workaround
Disable Workspaces and create the Site from the previous Hub UI.
