Attempting to connect to SQL Server Availability Group Listener to a Read-Only Secondary Database in ArcGIS for Desktop 10.4.1 fails.

This issue is non-reproducible. It is fixed in the ArcGIS for Desktop 10.5.1 release.Workaround
1. Connect using an instance name instead of listener in ArcGIS for Desktop 10.4.1, or connect from ArcGIS for Desktop 10.5.1.2. Update the following parameter in SQL Server:
DEFAULTS PERMISSION_CACHE_THRESHOLD -1
By default this is 250 in the dbtune.
