Attempting to add one new value into unique values symbology results in a new Legend class being added to the bottom of the list of symbols.

This is as designed. The Layer File (LYRX) field and the field of the missing value must have the same name. If the layer file is created with a different name, then it will use that name and it will be different. Or if the name is different already (from the missing value) then the layer file should be created with the matching name. Feature classes also work this way.

Workaround

Rename the Symbology to match the name of the newly added class Legend. In this example, the symbology is named SITE Classes, which must be renamed as Legend. After that, ArcGIS Pro effectively show 232 values.

Alternatively (and better practice), create the layer file with the appropriate field name. That way when adding the missing values, it works automatically and is as designed.
