Duplicate of BUG-000145784.Workaround
- Use organization-specific URLs for the licensing portal and the active portal (for example, https://orgurl.maps.arcgis.com).
- Use the ArcGIS Pro license from the same organization hosting the spatiotemporal hosted feature layer.
