Attachments cannot be enabled on the hosted feature layers in ArcGIS Online published from a feature collection exported from a hosted feature layer created using a template.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.Workaround
This issue does not occur with layers published from ArcGIS Pro, ArcMap, or by uploading the data directly to ArcGIS Online. It is not a viable workaround when the user is using templates from ArcGIS Online.
The hosted feature layer template may be exported to a file geodatabase instead of a feature collection and published as a new, copied layer. This does not, however, preserve the symbology like the feature collection workflow does.
