At some scale levels, locally cached tiles are corrupted and distorted when viewed as a map service in ArcGIS Desktop and are improperly rendered.

This is a duplicate of NIM060043.Workaround
Right-click on the problem layer in the ArcMap table of contents. Clear the cache. Select 'don't cache any data locally'. Select 'OK'. Right click on the problem layer, choose 'save as layer file'. Use the layer file instead of a direct connection to the map service.Steps to Reproduce
