At 9.3, the ArcGIS Engine > Spatial Bookmarks dialog no longer matches the ArcGIS Desktop Bookmarks Manager. This does not include new 9.3 functionality including reordering or sorting bookmarks, re-centered on bookmark, or loading or saving bookmarks in a file.
