Workaround

1. Create the field with the NOT NULL constraint at the time of feature class creation.2. Import the feature class, with the required NOT NULL fields from a database located on another database management system (DBMS) (for example Oracle).3. Import the feature class, with the required NOT NULL fields, from a file geodatabase.
