Assigning an ArcGIS Image for ArcGIS Online license to a user account set up with Single Sign-On (SSO-IWA/ Enterprise login) which existed prior to the license files being allocated to the organization, returns the following error message on the ArcGIS Portal Directory page, "Error 400 Invalid URL."

Workaround

Remove the existing SSO user accounts in ArcGIS Online prior to the ArcGIS Image for ArcGIS Online licenses being applied to the organization.  

  1. Delete the existing SSO user account before the ArcGIS Image for ArcGIS Online licenses are allocated to the organization. 
  2. In ArcGIS Online, click the Organization tab > Members > Invite Members.
  3. Create a new SSO user account by selecting the Invite members to join using their organization-specific logins option. Complete the process to add the new SSO user account. 
  4. Assign the appropriate role and permissions to the newly created SSO account.
  5. Assign an ArcGIS Image for ArcGIS Online add-on license to the account.
  6. Navigate to the SSO user account Content page. 
  7. Click New Item > Imagery Layer. The page loads and the Get Started window appears.
