Arrow rotation is incorrect in the published vector tile layer in ArcGIS Online.

Workaround

• Choose a default arrow symbol and do an Arcade expression with rotation-90.
• Create a custom arrow facing north, and field calculate the values in the attribute table to account for the difference.
