Additional Information
This is a limitation when working with exact replicas of the data in 3D space often known as Z-Fighting because the 2 elevation in this cases are trying to display in the exact same location in 3D space. This has been a known limitation in 3D applications such as ArcScene/ArcGlobe and we will continue to improve this behavior in future releases.Steps to Reproduce
