Workaround

Set the value of the jpeg_compression_quality parameter to 1. For example: arcpy.mapping.ExportToEPS(mxd, "<a href="file:C://TEMP//NIM063020.eps" target="_blank">C:\\TEMP\\NIM063020.eps</a>", jpeg_compression_quality=1)
