Additional Information
The issue is not reproducible in ArcGIS Pro 2.6.
There is a related issue, namely that the Delete tool fails with the data provided, as well as other .geodatabase and SQLite data. That issue is logged in the following link, https://devtopia.esri.com/ArcGISPro/geoprocessing/issues/4022. A reference to this support issue is noted there.
Workaround
Rename the geodatabase file to SQLite.
