arcpy.analysis.PairwiseIntersect fails with the error message "ERROR 000210: Cannot create output memory\layer" in ArcGIS Pro 3.4 when writing to the 'memory' workspace type within a loop when the output of the tool is used as the input for subsequent iterations.

This is non-reproducible in ArcGIS Pro 3.5.Workaround
- Replace the 'memory' workspace type with the 'in_memory' workspace type. Refer to https://pro.arcgis.com/en/pro-app/latest/help/analysis/geoprocessing/basics/the-in-memory-workspace.htm#:~:text=ArcGIS%20Pro.-,in_memory%20workspace,-Legacy%3A.
- Use a previous version of ArcGIS Pro, such as ArcGIS Pro 3.3.
