Additional Information
This issue is no longer reproducible in ArcGIS Pro 3.4 with the provided data. Running Alter Field with the geoprocessing tool or using the ArcPy command both successfully alter the field length of the target field.Workaround
Use the Alter Field geoprocessing tool, or work with file geodatabase data.
