ArcMap takes a very long time (up to three hours) to launch in the Loading Document phase upon the installation of ArcGIS for Aviation: Airports with the 64-bit version of Windows 10.

It was discovered by customer's IT Dept. that a licensing metering software called SofTrack was causing problems for ArcGIS for Aviation: Airports. Once they disabled this, Airports extension worked.Workaround
Uninstall the ArcGIS for Aviation: Airports extension, and ArcMap launches as expected.Steps to Reproduce
