Additional Information

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. See Migrate from ArcMap to ArcGIS Pro for more information. https://www.esri.com/en-us/arcgis/products/arcgis-pro/resources/migrate

Workaround

The process is able to be completed in the current versions of ArcMap by reducing the size of the annotation class with the following methods:

  • Split Roads_Labels feature class into two, create the annotation feature class for each half, then merge the annotation feature classes together.
  • Changing label placement properties to Remove Duplicates.

The desired workflow is to be used in the following software:

  • ArcGIS Pro 2.5
  • ArcGIS Desktop 10.3
  • Windows 7 (Unsupported)
