The client connection (ArcGIS Desktop) is not updating the status of the service when it changes from cached to dynamic. Since the cached tiles are still available from the server, Desktop continues to treat the service as cached.Delete the existing connection to the server and make a new connection after the service has been changed. Then add the dynamic service to ArcMap.Steps to Reproduce
