This is expected behavior. Not all system styles are translated and included in the localized setups. The workaround, as described (accessing the English versions of the styles), is valid.Workaround
Copy all English styles from <a href="file:C:/Program" target="_blank">C:\Program</a> Files (x86)\ArcGIS\Desktop10.4\Styles to <a href="file:C:/Program" target="_blank">C:\Program</a> Files (x86)\ArcGIS\Desktop10.4\Styles\de.Steps to Reproduce
