Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. Workaround
After borrowing a license, removing the ArcGIS License Manager details from within the ArcGIS Administrator resolves the delayed times. This can be done with the workflow below:
- Borrow a license from the License Manager.
- Open ArcGIS Administrator.
- In the Desktop tab, click Change under 'License manager (for Concurrent Use software products)'.
- Remove the License Manager machine name.
- Click Apply.
- Click OK.
- Open ArcMap.
- ArcMap opens significantly quicker.
