Additional Information

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. Workaround

After borrowing a license, removing the ArcGIS License Manager details from within the ArcGIS Administrator resolves the delayed times. This can be done with the workflow below:

  1. Borrow a license from the License Manager.
  2. Open ArcGIS Administrator.
  3. In the Desktop tab, click Change under 'License manager (for Concurrent Use software products)'.
  4. Remove the License Manager machine name.
  5. Click Apply.
  6. Click OK.
  7. Open ArcMap.
  8. ArcMap opens significantly quicker.
