Add an entry to the host file with 127.0.0.1 and the fully qualified domain name of the map services that are used in the MXD. ArcMap will only make one request that will fail, and the MXD will open more quickly so that the broken layers can be removed. A limitation of this workaround is that the user must know the URLs in the MXD.Steps to Reproduce
