Workaround

Host documents to a web site and to use a URL in the text field and the URL hyperlink option from the Layer Properties, Display tab. In this way the URL stays constant no matter where the user would need to store PDFs, images, or other documents.For each .mxd, set the Hyperlink Base path from File > Document Properties
