Status | Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.

Additional Information
The font RomanD does not have a bold style available. While ArcMap attempts to faux bold a font it may not be able to represent that in all formats. So this is a known limitation.
In contrast, ArcGIS Pro only provides the ability to pick styles/faces that are available for each font. It does not do faux bold or italic styling. This is to avoid issues with fallback or substitution.
The recommended workaround is to use a font that contains the styling users wish to use to avoid issues with font fallback or substitution or styles that are unavailable.
Workaround
Print the map to Adobe PDF, and save the PDF document to the desired location.
- File > Print > Setup > select Adobe PDF as the printer > OK > OK.
- Browse to the desired location, and save the PDF.
This workaround might take a longer time to export than exporting to PDF.
