Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

Exporting the map document from ArcGIS Pro maintains masking of all features. Exporting from ArcMap versions 10.2.2 and earlier also preserve the masking features. However, the distributor explained why these are not viable options for the client:

"The customer is using ArcMap 10.2.2 to export PDF maps because there are no masking issues in this version. The masking issues was found in version 10.3 and later. He needs to export maps to vector PDF because the maps are post-processed in professional graphic software. The customer has developed a complex map production line including custom Cartographic representation effects.

They need to upgrade Desktop clients because they plan to upgrade the Oracle database to version 12.2, which is not supported in 10.2.2. The option to upgrade to ArcGIS Pro is still not possible at this time because some functions are still not implemented in ArcGIS Pro (e.g. Free Representation Overrides) and the conversion of MXD to ArcGIS Pro with Custom Cartographic Representation Effects is not supported."
