Additional Information

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. Workaround

Roll the graphics adapter driver back to the September 2016 version.- 20.19.15.4531 (09/29/2016)The following link is the link to locate the drivers based on Device ID:<a href="http://www.catalog.update.microsoft.com/Search.aspx?q=DEV_1916%26SUBSYS_06DC1028" target="_blank">http://www.catalog.update.microsoft.com/Search.aspx?q=DEV_1916%26SUBSYS_06DC1028</a>Note: This issue occurs for ArcGIS Explorer, as well, and returns a more descriptive error message than ArcMap. The issue persists on ArcMap 10.3.1 and 10.4.1 versions. This workaround is reported not to work in 10.6 versions.
