Workaround

1) Follow the U.S.Geological Survey procedures for converting HTML metadata back into XMLs for use in ArcGIS. More information can be found here: <a href="http://geology.usgs.gov/tools/metadata/tools/doc/opinion/cns-again.html" target="_blank">http://geology.usgs.gov/tools/metadata/tools/doc/opinion/cns-again.html</a>2) Remove angle brackets (<>) from around any internet addresses, for example, <URL:<a href="ftp://ftp.ncdc.noaa.gov/pub/data/prism100" target="_blank">ftp://ftp.ncdc.noaa.gov/pub/data/prism100</a>>. Remove angle brackets (<>) from the FGDC CSDGM metadata before importing it to an ArcGIS item. The contents of angle brackets are interpreted as XML/HTML markup.
