Additional Information

These issue has been addressed in 10.0 sp2.

Workaround

If it works for your usage case, set the '<a href="file:C:/Documents" target="_blank">C:\Documents</a> and Settings\<USER NAME>\Local Settings\Application Data\ESRI\Desktop10.0\AddInFoldersList.xml' read-only attribute. Please be aware this prevents the user from adding additional folders from within ArcMap.
