ArcMap 10 is reading units from a MicroStation DGN file as International Feet even though they have been specified to US Survey Feet in both the seed file and DGN file itself.

The issue appears to be an issue with the Microstation file which we have no control on it.Workaround
Save the DGN file as a DWG file.Steps to Reproduce
