Workaround
If ArcIMS and ArcSDE are not installed on the same machine: modify the ArcIMS machine to include the SDEHOME environment variable set to the <ArcIMS Install Location>\Server\ location, and modify the PATH environment variable to include "%SDEHOME%bin". If ArcSDE is installed on the same machine as ArcIMS: the SDEHOME environment variable may already be present and set to an appropriate location. If this is the case, do not change this variable to point to the <ArcIMS Install Location>\Server\ location as described above, leave it set to the ArcSDE installation and make sure that "%SDEHOME%bin" is in the PATH. If SDEHOME is not present, add it and direct it to the ArcSDE installation. Setting these environment variables is not required if you are not using direct connect.
