ArcGIS.com cannot edit ArcGIS Server hosted public feature services if the web adaptor tier security is enabled. Error: "Layer 'xxxxxxx' seems to be on an internal network and is not accessible to ArcGIS.com." Thus, editing will be disabled on this layer.
