This is expected behavior. In ArcGIS Workforce mobile application, only layers that have sync enabled are downloaded on the map. According to the documentation, 'If you do not create a map area for the project, the ArcGIS Workforce layers and any sync-enabled reference layers download when the mobile worker opens the web map'. https://doc.arcgis.com/en/workforce/android-phone/help/create-your-first-project.htmWorkaround
