If the sharing settings are restricted in the ArcGIS Workflow Manager for Server item in Portal for ArcGIS to be shared with specific groups only and not 'Everyone', Portal for ArcGIS Active Directory users are returned and users can successfully sign-in to the ArcGIS Workflow Manager for Server web application.
