Additional Information
Disabling administrative access through the web adaptor causes the web adaptor to block all requests that involve the word 'admin' and not just requests to the server admin API.Workaround
- Unregister the ArcGIS Web Adaptor server.
- Go to ArcGIS Web Adaptor server configuration page.
- Reconfigure with the same server and keep 'Enable Administrative Access' checked.
- Repeat the workflow from Steps to Reproduce and will now be able to create the item.
