Additional Information
Although the basemaps from your organization or the portal Basemap Gallery widget can have different spatial references, the configuration window only displays basemaps with the same spatial reference as the web map currently loaded in ArcGIS Web AppBuilder. This is a known limitation.Workaround
Only use the 3857 mapservices for basemap in case of ArcGIS Web AppBuilder usage.
