The metric RequestMaxWaitTime was added in 11.3 (as documented in https://downloads.esri.com/support/downloads/other_/113-IssuesAddressedList_06112024.pdf under ENH-000167453). This metric is not available in earlier versions since it was first implemented at 11.3. To use this metric, upgrade to 11.3.
