ArcGIS Tracker is not displaying all usable location settings in the Android 10 platform.

Additional Information
ArcGIS Tracker and ArcGIS Field Maps use a foreground service to request locations for tracking. There is no need for the app to request 'Allow all the time' because the app is always considered to be in the foreground if tracking is turned on. This change is made in ArcGIS Tracker 19.4.Workaround
Utilize an Android 9 device, all settings are shown properly in that Android version.
