Additional Information

This is a known limitation with the design of supporting multiple languages in the form and the application locale. Refer to, https://doc.arcgis.com/en/survey123/faq/systemrequirements.htm for the expected behavior when the form language is changed. "By default, form content displays in the language listed in the default_language column of the settings worksheet of the XLSForm. If the language listed in the default_language column is changed to one of the languages listed in the above table, the app language changes to match." Currently, it is not possible to load the form and the app locale separately.
