This issue will not be addressed in the current ArcGIS Server Manager app. A next-generation Server Manager app is being developed and will incorporate this feedback. In the meantime, use the provided workaround.Workaround
Add the user through the ArcGIS Server admin endpoint rather than ArcGIS Server Manager. The server admin endpoint accepts email addresses with top-level domains (TLDs) of any length.
