ArcGIS Server skips the decimal delimiter when publishing a service with annotations using a comma decimal delimiter. This occurs when the decimal delimiter in ArcGIS Desktop 10.3 and 10.3.1 is different from the decimal delimiter in ArcGIS Server.

Workaround

  1. Directly edit the HTML expression size of the annotation by removing the decimal places and decimal delimiter. Follow the instructions in the video: workaround1.swf.
  2. Set a dot as the decimal delimiter on the machine with ArcGIS Desktop. Follow the instructions in the video: workaround2.swf
