Workaround

Manually edit the WFS capabilities prefix in ArcGIS Server Manager to include a valid character between the folder name and mapservice name, such as an underscore (_).Also, if the map service is published in ArcCatalog, and WFS is enabled, ArcCatalog will set the prefix with an "_" and not a "/".
