This issue is fixed and no longer reproducible at ArcGIS Server 10.1 because of the new server architecture and new Manager.

Workaround

Updated 7/2/12:This issue is fixed and no longer reproducible at ArcGIS Server 10.1 because of the new server architecture and new Manager. ++++++++++++++++--- Workaround 1 (Preferred/Recommended) ---1. Create local group on ArcGIS Server "secure" (Example)2. Create domain group "securedomain" (Example)3. Add desired domain users into "securedomain" (Example) group4. Add "securedomain" (Example) group into local "secure" (Example) group on ArcGIS Server5. Ensure that the local "secure" (Example) group on ArcGIS Server is granted permissions to access GIS Services.Note: Error "Domain users not available" will persist, but by applying the above workaround, the result is the same: Domain Users will be able to login and access secured services using out-of-the-box Windows Users/Roles security.
