ArcGIS Server logs return the error message "Unable to process request. Service Hosted/Servicename/MapServer not found" when viewing a hosted scene service.

Additional Information
First, create an empty service. Then populate the contents of the SLPK in the scene cache, and finally connect the service to the root node. In this scenario, the service is created, and when we attempting to connect to the service to populate content, the system tries to validate the service and returns a warning message because the service is not yet ready to be consumed. This warning message cannot be avoided in this scenario.Steps to Reproduce
