Workaround
This is a limitation with the Java Manager application. This will be documented in the 9.3 SP1 version of the Java Manager help. Java Manager depends on the Web Browser functionality to select files. Unlike Catalog/.NET Manager, the Web Browser does not have the ability to open File/personal geodatabases. To publish locators using File/Personal GDBs:- Enter the path to the file GDB in the “Local file System” input and click “OK”. Ex: <a href="file:C:/data/Redlands.gdb." target="_blank">C:\data\Redlands.gdb.</a>- A list of available locators will be displayed in a pull down menu. Select the desired locator and click “OK”.
