ArcGIS Server instances fail to recycle at their designated time, despite debug logs showing an attempt was made. Over time, this causes the RAM usage to escalate and slows down the server significantly.

Additional Information

This issue is not reproducible. In testing at Esri, 800 out of 800 recycle events occurred without the orphaning of an ArcSOC. There may be something system-specific causing the problem, and it warrants further investigation on any machines exhibiting the problem.

Workaround

Manually end the ArcSOC instances using Task Manager based upon their start times (as seen in procmon.exe/Process Monitor). If the start time is more than 24 hours ago, end the process and allow it to start up again naturally. This prevents RAM usage from escalating significantly.
