ArcGIS server install adds a GROUPID parameter to the IIS WebSvcExtRestrictionList and this leads ASP.NET web service extension to be prohibited.

This issue was submitted for the pre 10.1 Server architecture, that is no longer being developed.Workaround
Launch the IIS manager.Start > Run > Inetmgr. Go to the Web Services Extensions and expand it.Click <a href="http://ASP.NET" target="_blank">ASP.NET</a> v2.0.50727 and allow it in the tasks.Then check the applications and they should be running fine.Steps to Reproduce
