Additional Information

The issue is fixed in ArcGIS Enterprise 10.9.

Workaround

  • Enable the Advanced Vector Extensions file in the virtual machine settings.
  • Use ArcGIS Server 10.8.0 instead of ArcGIS Server 10.8.1.
