This issue will not be addressed in the current product support cycle. If the issue continues in a supported release, contact Esri Support Services. ArcMap 10.8.2 is the current release of ArcMap and will enter Mature Support in March 2024. Refer to https://support.esri.com/en-us/products/arcmap/life-cycle. There are no plans to release ArcMap 10.9, and users are recommended to migrate to ArcGIS Pro. Workaround

  • When prompted for credentials in ArcGIS Online, log in using all caps user name.
  • Use the Field Calculator to make all records within the created_user and last_edited_user fields consistent.
