ArcGIS Server and ArcGIS Enterprise Builder create an additional 'arcgisserver' folder in the C drive root during the site creation even though the directories are set in a different location.

Additional Information

When an ArcGIS Server site is created on Windows, a local repository folder is created in the root of the install drive. For example, if the software is installed to E:\Program Files\ArcGIS\Server, then a local directory E:\arcgisserver\local is created by default. This is noted in the ArcGIS Server 10.9.1 documentation. It is possible to change the name and location of that folder (within the same drive) by setting the system environment variable DEFAULT_DIRS_ROOT on the server machines.
