Additional Information
The default behavior of Microsoft Windows is to prefer IPv6, even if IPv6 is disabled. If users make the unrecommended change to disable IPv6, they must also change Windows to prefer IPv4 over IPv6. Refer to the following documentation for guidance on configuring IPv6 in Windows for advanced users: https://learn.microsoft.com/en-US/troubleshoot/windows-server/networking/configure-ipv6-in-windows which states "Internet Protocol version 6 (IPv6) is a mandatory part of Windows Vista and Windows Server 2008 and newer versions. We do not recommend that you disable IPv6 or its components. If you do, some Windows components may not function."
Workaround
Although not documented as a requirement, it appears that ArcGIS Enterprise is using IPV6 for some operations internally. It is suggested to keep IPV6 available on the network until this defect or formal document can be resolved.
